Sep. 26--The Minnesota Supreme Court ruled Thursday that a fishing boat isn't a private sanctuary after all.

Reversing a state Appeals Court decision, the court ruled that conservation officers can search boats without the consent of the owners when they are engaged in a regulated recreational activity such as fishing.

The decision returns critical enforcement powers over boats and anglers to the state, which has only 120 field conservation officers to enforce natural resources laws, according to Mike Hamm, chief conservation...
