Although the European Union managed to meet its targets for reducing greenhouse emissions in 2000, in 2001 emissions started increasing again. Under the terms of the Kyoto protocol, the European Union must reduce its greenhouse gas emissions by 8% in 2008-2010 compared with 1990. In 2000 these emissions were 3.5% lower than in 1990. Carbon dioxide emissions were 0.5% lower than in 1990. It should be noted that carbon dioxide represents 80% of all greenhouse gases produced in the European Union.
