SEOUL, Nov 1 Asia Pulse - South Korea and Japan will seek to resume negotiations for a free trade agreement when the two countries meet during the Asia-Pacific Economic Cooperation (APEC) forum in Busan this month.
Shotaro Oshima, Japanese ambassador to Seoul, said there will be "marathon talks" among the ministers of Korea and Japan on the sidelines of the Nov. 12-19 APEC forum.
"We are now in the negotiating phase, but for various reasons negotiators have not sat down across the table from each other for some time," he said.
The free trade agreement (FTA) talks have been in limbo for a year after the two countries stumbled on agricultural issues last November. In the sixth round of talks in Tokyo, Korea and Japan disagreed on how and how far to reduce their trade tariffs for agricultural products.
The envoy said Seoul wanted standards on the tariffs to be set before the talks begin, while Tokyo was interested in launching the talks first.
"We are saying, 'Why do you have to have preconditions to be sitting down at the negotiating table?'" he said.
The preconditions referred to, according to South Korea's foreign ministry, are the specific percentages on tariffs that the two countries will offer as their starting point for negotiations.
