Oct. 28--In the last 48 hours, Joseph Chevalier has put in a full day's work just buying gas. Inching his yellow cab along a line of cars that stretched four blocks and almost as many hours from a BP service station in downtown Miami, the 50-year-old cabbie said he probably wouldn't make enough money to cover his $350 weekly car payment.
"I've only done one job today, from the airport to Miami Beach, and then it was time to get in line again," said Chevalier. "But I have to work, because I need money, because the bills come every day."
