Oct. 27--Now that the federal government has declared all of South Florida a disaster area, the Federal Emergency Management Agency is set to open offices across the region to help storm victims navigate the maze of government grants and loans they may need to recover financially.
The catch is that people with private home, health and auto insurance are ineligible for most FEMA grants. The agency is prohibited by law from "duplicating" expenses that are covered by other sources.
