FORT LAUDERDALE, Fla. _ With Hurricane Wilma threatening to pass over Palm Beach County, Carmen Keay and her neighbors still live with big blue reminders of the damage a storm can bring.
More than a year after Hurricane Frances damaged the roofs at the Country Village Condominiums near Palm Beach Gardens, blue tarps with FEMA written on them remain as protection against the soaking rains that could come from Wilma.
Insurance disputes, federal aid that did not come and the wait for backlogged roofers left Keay and her neighbors facing the possibility of riding out another hurricane with storm-damaged roofs.
