Only 3.6 percent of eligible displaced workers and early retirees have taken advantage of the Health Care Tax Credits Congress enacted in 2002, Stan Dorn of the Economic and Social Research Institute reports.

According to the Commonwealth Fund-sponsored study, only 8,400 out of 235,000 eligible individuals were enrolled in the HCTC as of Dec. 2003.
