The rate of improper payments made by the Medicare program in fiscal year 2003 dropped to 5.8 percent--$11.6 billion--an improvement over the 6.3 percent rate in 2002 and 2001. That's according to the Centers for Medicare and Medicaid Services, who announced these results of their just-introduced-this-year program for calculating the rates Nov. 14.
