Oct. 12--The teachers union's raucous delegates voted by a 3-to-1 ratio yesterday to approve a tentative contract with City Hall -- setting the stage for a ratification vote by the union's 80,000 members.
"There was a passionate debate after a very tough negotiation," United Federation of Teachers President Randi Weingarten said after the contentious meeting at the New York Marriott in Brooklyn.
