Rebuilding: If New Orleans is to be restored at the nation's expense, then taxpayers should have a say in the process, starting with a question: Does this city make sense?
The answer, we suggest, is that parts of it do and parts of it don't. The districts not swamped by Hurricane Katrina, such as the central business district and the French quarter, make sense. But much of the city, if judged by minimal standards of urban planning, shouldn't be there.
