FORT LAUDERDALE, Fla. _ Frank Shaw came prepared to stop traffic Tuesday. Armed with a cell phone, camera and nearly a dozen bright orange traffic cones that sat on the back of his white pick up truck, Shaw had everything a man needed to shut down a narrow stretch of Highway U.S. 1 on Islamorada Key as Hurricane Rita made her way past.

"We got to close it because of all the debris," said Shaw, a Department of Transportation employee, as he carefully placed the cones across the road and officially cut off traffic shortly...
