Sep. 8--The federal agency accused of abandoning the living in New Orleans to the devastation of Hurricane Katrina finally began collecting the dead yesterday.
But while the Federal Emergency Management Agency will gather what could be thousands of bodies, FEMA will not decide where they will rest in peace.
