Sep. 7--PORT SULPHUR, La. -- Welcome to the new end of the road.
Before Hurricane Katrina, you could drive south to the Mississippi Delta. But Hurricane Katrina turned the southern portion of Plaquemines Parish into a new sea. Route 23, the area's access road, is now 40 miles shorter. And the towns that used to line the highway are gone.
