Aug. 31--In the aftermath of Hurricane Katrina, Miami-Dade County Mayor Carlos Alvarez has asked the county manager to draw up a plan for more distribution centers to pass out ice and water in future emergencies and to report on the investigation into an overpass that collapsed on the Dolphin Expressway during the storm.
