Aug. 31--Texas has retained the dubious distinction of having the highest proportion of residents without health insurance, the U.S. Census Bureau reported Tuesday.
In a comparison of states using a two-year average for 2003-04, 24.8 percent of Texans didn't have health insurance coverage. Minnesota had the lowest proportion, at 8.8 percent.
The figure didn't surprise consumer advocates.
