Aug. 30--President Bush has declared Miami-Dade and Broward counties disaster zones, making local governments eligible for some $100 million in federal assistance. But federal officials have been slower in deciding whether to help individuals with lost or damaged homes.
"This time around, and I'm certain it goes back to some of the flaws that were found in the process last year, they're making sure they were covering all the bases," said Tony Carper, director of Broward's emergency management.
The Federal Emergency Management Agency came under intense scrutiny following last year's storms. Fourteen Miami-Dade residents have pleaded guilty to filing false claims after Hurricane Frances. Some members of Congress have said FEMA lacked accountability in handing out dollars last...
