I feel I must correct a misconception that was reported in Larry Grodsky's June Rider column, Department of Homeland Signage. I speak from over 22 years experience with the California Department of Transportation (CalTrans) of which 15 years was spent in the Traffic Safety Office. Curves are not randomly assigned advisory speeds as you related. Although based on 1950's technology, curve signage is determined using a standardized test (supposedly, throughout the country).
