Jul. 27--The 2005 Energy Policy Act wouldn't offer significant relief anytime soon to consumers struggling with high gasoline prices or electricity bills.
But the legislation offers dozens of measures sought by industry and conservation groups over the years.
Consumers could see some immediate changes. Daylight Saving Time would be extended into March and November. Rebates for energy efficiency programs would also arrive for consumers and businesses that qualify.
