ORLANDO, Fla., July 18 (UPI) -- The Justice Department alleges Hispanic voters in Osceola County, Fla., are being denied the opportunity to elect the candidates of their choice.

A lawsuit, filed Monday in federal district court in Orlando, contends that the at-large system for electing the Board of Commissioners not only dilutes Hispanic voting strength, but that it was adopted with a discriminatory purpose.
