Richard M. Stana is director of the Government Accountability Office team that keeps tabs on the Homeland Security and Justice departments. Stana recently testified before Congress on Customs and Border Protection's Container Security Initiative and Customs-Trade Partnership Against Terrorism.

Q. How do you define the GAO's role?

A. We are an agency of Congress. It's our duty to help Congress improve the performance and accountability of the federal government for the benefit of the American people. For every dollar spent on GAO, we return $75 to $80 back to the public in measurable savings.
