Graffiti vandalism continues to plague the spray paint industry. In major urban centers all over this country, spray paint remains the favorite tool of the most prolific graffiti vandals, and cities, counties and municipalities continue to look for ways to prevent the vandalism, clean up its aftermath and change the behavior of its young citizens. In the past, officials have most often examined supply-side controls -- efforts such as lock-up laws and bans on sales to minors -- as the appropriate method of curbing graffiti. NPCA's Anti-Graffiti Program, administered by the National Council to Prevent Delinquency, has generally always been able to respond effectively to these methods by facilitating the implementation of a comprehensive program in the city. The newest threat to the industry, however, involves a clever entrepreneurial marketing strategy which is camouflaged as an "anti-graffiti" measure.
