As part of the complaint Cellular Communications of Puerto Rico (CCPR) has filed against the Commonwealth government, the cellular company has asked the court to grant it a right to discovery This right requires the Planning Board and Permits and Regulations Administration (ARPE by its Spanish acronym) to submit documents that would serve as evidence of the approval procedures used for both CCPR and Celulares Telefonica -- the only two cellular firms licensed to operate on the island -- for installation of their cellular towers. Celulares Telefonica is a subsidiary of the government-owned Puerto Rico Telephone Authority.
