Cellular Communications sues Commonwealth

Cellular Communications of Puerto Rico (CCPR) and its subsidiaries filed a complaint with the U.S. District Court of Puerto Rico against the Commonwealth government. CCPR charged the government with using its authority to stifle competition in the island's cellular market.

The suit stipulates that, according to CCPR, the Puerto Rico Planning Board and Permits and Regulations Administration (ARPE by its Spanish acronym) had both engaged in discrimination by applying a different set of rules for CCPR, and other, more lenient, rules to Celulares Telefonica, the cellular telephone subsidiary of the government-owned Puerto …
