"Following in the wake of substantial criticism levelled at Her Majesty's under-staffed Inspectorate of Pollution (HMIP) by the National Audit Office, for not carrying out enough inspections of plants that might be breaking the pollution rules, HMIP has now issued swingeing, and what are claimed to be ill researched, guidelines. Put together for HMIP's own inspectors, these notably affect both the chemicals and metals industries (Headlines, page 7), and they are certainly proving somewhat hard to swallow.
