The Federal Energy Regulatory Commission (FERC) needs to refine its market power tests using best practices from energy sectors abroad and the experiences of other industries, London Economics International LLC Managing Director Julia Frayer told a FERC technical conference on market based rates for public utilities on January 27th.

The interim generation market power screens adopted by FERC in April 2004 for market-based rate authorizations fall short in a number of ways, according to Frayer.
