Aug. 22--When Stan Ewanoski signed up for Pacific Power's Hassle Free Water Heater Guarantee back in 1995, it made a plenty of sense.

His hot water heater was eight years old, and tanks reaching double-digit years of service are often functioning on borrowed time.

He enrolled in the program and dutifully paid his monthly premiums, which he estimates add up to between $600 and $700. Then a few days ago he received a letter announcing the program's demise.
