Sep. 10--BURDEN OF IMBALANCE: Patricia Rushing and her staff care for children at Pat's Playland on the corner of Cleveland Avenue and 27th Street. Across the street from her day care stands a vacant school with a littered yard. On the other corner is a small used car lot. Trash and brush along its border make the sidewalk nearly impassable.

Rushing, who lives nearby and has four children of her own, states her wish list for the neighborhood simply. "Clean it up and get these old buildings fixed up."
