Mar. 28--Disgusted parents are fleeing the city's watered-down school boards -- leaving half of the 34 councils without enough members and in violation of state law, the Daily News has learned.
"We have no power at all. We are just cosmetic," fumed Glenn Simmons, vice president of District Council 32 in Brooklyn.
The Bushwick parents council is down to just seven members -- even though 11 are required by the state.
