Mar. 28--The relationship between the owner of the Holly Trolley and the city of Hollywood has taken a serious detour.

Elena DeFigueroa charges that the city has not helped her acquire county and state grants to keep the business going.

The city says it does not want to be held liable for the money if DeFigueroa isn't successful.
