Mar. 25--TALLAHASSEE -- A core principle of Gov. Jeb Bush's national model to reform Medicaid appears dead in the state Senate, where leaders have balked at giving private companies broad decision-making powers to manage the healthcare program for 2.3 million of the poorest and sickest Floridians.
"There's some feeling out there among people that when you turn this system over to managed care, they will own your program down the road and they will tell you at some point in the future what you will pay for Medicaid in Florida, or you will end up with hundreds of thousands of people all of a sudden without Medicaid coverage knocking on your door," said Senate President Tom Lee, R-Brandon, summing up the mood of a number of Senate leaders.
Lee praised Bush's drive to improve Medicaid and control costs as bold and innovative, but said the governor might be moving too fast to completely overhaul the program, which...
