Mar. 21--Whether or not residents of Central New Jersey chose to observe it, yesterday marked the official start of spring.

The drizzly day did little to inspire such springtime passions as gardening and indulging in frozen confections, leaving some local businesses awaiting the warm weather rush.

For the past 12 years, the national Italian-ice chain Rita's has lured customers back after a long winter by giving away free Italian ice on the first day of spring.
