WASHINGTON _ Texas Gov. Rick Perry preached education reform to the nation's governors Sunday, but afterward said he had not yet decided whether it was worth it for the state to rejoin the National Governors' Association.
He was in Washington for a summit on improving high school education that produced a plan among 13 states, including Texas, to bolster and unify standards.
