Feb. 26--CHEYENNE -- The medical review panel bill authorized by last November's vote on Constitutional Amendment C underwent another transformation Friday on the Senate floor.

Sen. Kit Jennings, R-Casper, proposed an amendment that changed a number of features of the House version of the bill.

After the amendment passed, House Bill 83 now provides that:

The parties to a medical malpractice case could opt out of the panel if they both agree.

The panel would be made up of three members: one health-care provider, one lawyer and one layperson. The …
