Feb. 23--AUSTIN -- The state's local-phone giants got some good news Tuesday.

Under a new proposal, SBC Communications Inc. and Verizon Communications Inc. could raise local-phone rates as soon as September and still receive large subsidies from a government fund.

In a significant shift, Rep. Phil King, R-Weatherford, offered the change just a few weeks after he introduced a bill that would have forced SBC and Verizon to give up the subsidies if they wanted to set their own rates.

He said the state needs more time to study the Texas Universal Service Fund subsidy system before it can make major changes....
