Feb. 22--A panel discussion Monday night on a proposal to strengthen mayoral power in Dallas nearly turned into a one-on-one debate between Mayor Laura Miller and Deputy Mayor Pro Tem Don Hill.
Before a diverse audience in a recreation center in southern Dallas, the elected officials made pointed -- and sometimes personal -- arguments for and against the May 7 ballot proposition.
"We don't have the best and brightest in the city running every department right now," Ms. Miller said. "We are regressing. We are not progressing."
"Yeah, we've got struggles and troubles and challenges," Mr. Hill said. But people "love what we're doing here."
Dallas lawyer Beth Ann Blackwood turned in a petition containing 30,000 signatures in November to put a strong-mayor form of government on the May ballot.
The event Monday night was one of dozens scheduled in the coming months to inform voters before they reach the polls.
