Feb. 22--McKINNEY -- A pulse should soon return to the heart of downtown McKinney after officials approved a $9 million budget Monday to reopen the historic county courthouse for the first time since 1980.

City Council members and the McKinney Community Development Corp. each unanimously approved new project funds despite more than two dozen questions and concerns raised by a group of local preservationists.

The building will become a performing arts center -- named the McKinney Performing Arts Center at the Historic Collin County Courthouse -- and will also host meetings, conferences...
