The Commerce Department's Manufacturing Extension Partnership (MEP), NASA's Aeronautics Research Mission Directorate and the National Science Foundation (NSF) all emerged from last week's House Appropriations subcommittee markup of the Science, State, Justice & Commerce spending bill with higher 2006 funding levels than requested by the administration.
But the Advanced Technology Program (ATP) saw no change from the zero contained in the president's budget, and the National Institute of Standards and Technology (NIST), which manages both MEP and ATP, will be unable to meet both its projected core laboratory goals and construction needs if the level granted it by the subcommittee holds.
