Feb. 27--On his way out of office, Bill Clinton pardoned fugitive financier Marc Rich, his brother Roger, clients of brother-in-law Hugh and a host of others many considered lowlifes who the ex-President felt had paid for their crimes, if not for their pardons.
So, how could he have failed to pardon an entire class of citizens who have suffered so much?
