Feb. 27--HOUSTON--The announcement that George Abbey will be replaced as Johnson Space Center director signals that cost overruns on the International Space Station are a problem for NASA under the Bush administration, analysts said Monday.
Mr. Abbey, 68, a 50-year space veteran who has run the Houston center since 1995, is being reassigned and will become a special assistant to NASA Administrator Dan Goldin.
