Mar. 22--AT&T Corp. filed a petition Wednesday with the Florida Public Service Commission, asking that regulators split BellSouth into two separate companies as a move to encourage local phone competition in the state.
AT&T wants to see all of BellSouth's retail telephone services, including the basic local service it provides to consumers, housed in a "retail" company. The "wholesale" company would manage the local telephone network and sell access to all rival phone companies operating in Florida, including AT&T and BellSouth's retail company.
