Mar. 14--A Miami-Dade proposal to speed construction by allowing builders to review plans and pull permits without county supervision is patterned after a New York City practice that is under fire from a federal agency, prosecutors and some city officials.
Just last week, the Federal Emergency Management Agency fingered the city's "self-certification" policy as an underlying cause of illegal construction in flood-prone parts of Staten Island, one of the city's five boroughs. The agency said it intends to carry out a compliance audit of development there.
