Mar. 29--MEXICO CITY--When seeking a bank loan in Mexico, it helps not to need a bank loan in the first place.

"It's funny and silly at the same time," said Jeanette Gutierrez, 35, a Mexico City fashion designer who had so much trouble getting a credit card that she gave up on asking for anything else from a bank.

"For a bank to give you a loan, you have to prove you have a house, a car, and a lot of money in the bank," she said. "But if you had those things, you wouldn't ask for a loan."
