Mar. 28--A surprise boost in consumer confidence sent Wall Street on a buying spree yesterday, indicating that at least some investors think the markets have already bottomed out.
"Maybe consumers are not as pessimistic as we thought a few months ago. Spending will hold up better and the outlook is not as grim," said Richard Rippe, chief economist at Prudential Securities.
