Mar. 22--BUENOS AIRES, Argentina--Domingo Cavallo, the miracle worker who rescued Argentina from hyperinflation in 1991 and was summoned back to the government this week amid a major political and financial crisis, laid out a bold recovery program Wednesday and said Argentina's president needs extraordinary powers to jump-start the stagnant economy.
