Mar. 29--Four years ago, the Rio Grande Valley city of Edinburg gave Haggar Corp. $80,000 and other incentives to keep its apparel plant open and save 1,200 jobs.
Despite the apparel maker's decision to shut down the operation on May 25, city officials said they still consider the money well spent.
The fragile Valley economy now must absorb 600 plant workers, many of whom can't speak English and lack high school diplomas.
Yet Edinburg is putting a positive spin on things.
"As always, we feel saddened that some families will be losing their jobs, but our community has been preparing," said Edinburg Mayor Joe Ochoa.
