Mar. 30--WASHINGTON--Declaring an "energy crisis," President Bush said Thursday that the nation's environmental policies must be fine-tuned to meet the changing times.
"It's in our national interests that we develop a strong energy policy with realistic, common-sense environmental policy," he said.
In a wide-ranging news conference that dealt heavily with energy and environmental issues, the president defended his decision to reverse a campaign pledge to restrict carbon dioxide emissions from power plants.
He again urged "active exploration" for oil and natural gas. But he signaled that his plan to explore in Alaska's Arctic National Wildlife Refuge was facing tough opposition on Capitol Hill.
"It's important for us to open up ANWR. Whether or not the Congress sees it that way is another matter," Mr. Bush said, vowing to look elsewhere for more oil and gas.
