Florida Governor Displeased with Growth Reform.

May 13--Growth management reform didn't happen in the Legislature this year the way Gov. Jeb Bush had wanted.

The governor proposed giving local governments authority to deny new developments in areas with crowded schools. He also wanted authority and funding to develop a computer model to identify the costs of proposed new developments.

Those reforms died when the House didn't consider SB 310 on the last day of the session.

But other growth initiatives that are aimed at protecting farms and rolling back growth regulations did pass despite opposition from environmentalists.

Bush said that even without those proposed changes in state law, state planners will begin exploring ways to change how they regulate growth. He said the Legislature eventually must help deal with the issue. And, given dissatisfaction by many over the failed legislation, perhaps it will next year.

"Our growth management system needs a major overhaul," Bush said.
