May 29--Miami Mayor Joe Carollo is likely to face considerable skepticism over the next few weeks as he tries to convince city commissioners and voters to back his plan to use property tax money to help build a new baseball stadium for the Florida Marlins.
Although Carollo's plan to use $148 million in bond money backed by property taxes for the ballpark would not raise the city tax rate, community leaders, business owners and political experts all said Wednesday the mayor could be in for a dogfight.
The reason: When it comes to public perception, using property taxes to help a private enterprise is a hard sell.
