May 25--Ford Motor Co. authorized replacing shock absorbers on some of its Venezuelan-built Explorers in 1999 -- one of several corrective steps taken after a series of fatal crashes the automaker later blamed on Firestone tires, an internal Ford memo says.

The undated memo was among hundreds of documents Ford and Firestone released to U.S. congressional investigators last year, but received little notice at the time. It gained new relevance this week after Venezuelan investigators said the Explorer's design, rather than the Firestone tires, may have caused dozens of rollovers and other crashes there.

The one-page memo does not say shock absorbers caused the accidents. It lists replacement of those parts -- which affect vehicle stability -- as one way to deal...
