Feb. 9--Three things are necessary for startup companies: innovation, people and capital.

"What we have been wealthy in is the people and what we have been short on is the capital," said Gary Clark, co-founder of the new Tech Coast Angels Westlake Village/Santa Barbara Network.

Clark, a private investor who lives in Thousand Oaks, said it's important to be close to the companies to track their progress.
